基于实时气象数据分布制图系统的服务与应用

摘要:
【目的】随着复杂极端灾害性天气气候事件频发,气象事业高质量现代化发展的新形势、新任务、新目标对决策、公众、为农专业气象服务的形式和内容提出了更高要求。【方法】该文以邢台市任泽区需求为例,通过应用图像丰富、操作简便、功能强大的业务软件,研发特色决策服务产品,取得了一定进展。基于“邢台市县实时气象数据分布制图系统”详细介绍了参数设置、异常值处理、阈值确定等应用方法,列举了成功服务实例。【结果】软件实现了整点时段降水量、风速、最高气温、最低气温等关键气象要素的实时调取,满足了乡镇级的高时空分辨率准确预报要求,为拓展气象服务产品提供了精准的数据依据。【结论】任泽区气象部门围绕“产品为王,人民满意”精准定位用户需求,应用制图系统积极创新研发乡镇级气象服务产品,在基层决策气象服务、重大灾害性天气过程防御、特色精细化专业服务中发挥了防灾减灾第一道防线的作用,为气象灾害防御提供参考。

Abstract:
With the complex and extreme disastrous weather and climate events occur frequently, the continuous high-quality modernization of meteorological industry, the new situation, new tasks and new targets signify higher requirements for the decision-making the public and the form and content of specialized meteorological services for agriculture. In this paper, the Renze District of Xingtai City, Hebei Province, is taken as an example. Through the application of the business software which is characterized by rich images, simple operation and powerful functions, some progresses in developing the characteristic decision service products have been made. Based on the "real-time meteorological data distribution mapping system of Xingtai City and counties", this paper introduces the application methods of parameter setting, outlier processing and threshold determination in detail, and lists the successful service cases. The software has realized real-time retrieval of key meteorological elements such as precipitation, wind speed, maximum temperature and minimum temperature during the punctual period, meeting the requirements of making accurate forecasts with high spatial and temporal resolution at township level, and providing accurate data basis for developing meteorological service products. The meteorological department of Renze District can accurately position the needs of users, applying the mapping system in actively innovating and developing town-level meteorological service products, and has successfully played the role of the first line of defense for disaster prevention and mitigation in the grass-root meteorological service, major disaster weather process prevention, and specialized services. This is a reference for meteorological disaster prevention.
