地震救灾初期,为让受灾群众第一时间得到安置,各应急安置点在非常规条件下高速建成,并未考虑雷电防御措施。新建的安置点人员聚集,有的甚至建设于雷击高易发区域,做好雷电防护至关重要。通过分析地震救灾初期特点,将雷电易发区划、现场勘测、直击雷防护等技术方法综合运用,对保护对象选择、防雷工程设计、施工等主要环节进行分析研究,得到适用于地震救灾初期的防雷应急保障方法和应用流程。研究所得在墨江县5.9级地震救援中取得良好效果,可见该方法对迅速提高震后灾区应急安置点雷电防御能力,保障民众生命安全具有积极作用,具备较高的可行性。 |

Lightning protection measures are not usually taken into account in resettlement sites built promptly under unconventional conditions in the initial stage of earthquake relief, for those sites only focus on the resettlement of people. It is vital to obtain lightning protection in the resettlement sites because they are lightning-prone. Technical methods such as lightning prone districts division, site survey and direct lightning protection were applied to analyze the characteristics of initial stage of earthquake relief, and to study the main process of object selection, lightning engineering design and construction. A suitable lightning protection method and an applicable process for the initial relief stage were then obtained. The research results were effective in the 5.9 earthquake relief in Mojiang County. This method is feasible in improving the lightning protection capability of earthquake relief and help secure people's lives. |
